Director Bartley P. Osborne, Jr.
Director Bart Osborne was Vice President Advanced
Concepts at Lockheed Martin Aeronautical Systems
(LMAS) after serving as Vice President, Engineering
for 6 years, overseeing engineering development of
the F 22 and the C 130J at Marietta, GA.
His career in aviation included 27 years at Lockheed
and 9 years at North American Aviation. He led the
Lockheed Skunk Works (SW) engineering team in
winning the YF 22 Demonstration Validation Contract
and the Lockheed/General Dynamics/Boeing team
through the System Requirements Review. He was Chief
Advanced Design Engineer, SW, from 1982 to 1985 and
Program Manager for classified programs before his
assignment to Lockheed Georgia. From 1974 to 1978,
he served as Staff Specialist for Aeronautics and
Ocean Vehicles at the Office of the Secretary of
Defense.
He has served on many national panels including two
terms as Chairman of the NASA Aeronautics Advisory
Committee and (currently) Chairman of the Society of
Automotive Engineers (SAE) Aerospace Council. He was
awarded the Distinguished Public Service Medal by
NASA in 1997.
